The Local Government (Scotland) Act 1973 abolished the 33 county, 201 city and burgh, and 197 district councils in Scotland and replaced them with 9 regional councils and 53 district councils. The regional authorities assumed responsibility for the fire service with effect from 16 May 1975. Lothian regional council and Borders regional council having made arrangements for a joint fire brigade, only 8 new  fire brigades were created.
