The Local Government (Wales) Act 1994 abolished the 1974 counties and districts and created in their place 22 unitary authorities, and confusingly some of these are known as counties and some as county boroughs. Three new fire authorities were created for the whole of Wales with effect from 1 April 1996 and these remain in existence today.
